Anybody with Genuine BMW Scanner near M25/M1 Junc

I have a 3 series, E90 with N43 engine with a non running water pump. Which doesnt seem to communicating with ECU. I've done lots myself including changing Water Pump for 2x 2nd hand and 2x new models (on sale or return). checked voltage to plugs and even had ECU Testing look at ECU and then had another working ECU cloned with my cars details. Still not a squeak from the pump. As far as I understand with BMW's scan software the pump can be asked to activate and I would like someone to Scan the car and try to activate manually. Obviously willing to pay whatever you going rate is. Based near Watford 2 minutes from the M1 and 5 from the M25. So someone who can come to me preferred, though the car can be driven about 10 miles without overheating if really needed. Thanks in advance.
